EAGAN, Minn. — A 23-year-old man has been charged with a felony after prosecutors allege he left the scene of a June 2024 crash in Eagan that resulted in the deaths of two passengers, including his brother. Humberto Zeferino De Los Santos faces one count of leaving the scene of a collision resulting in death in Dakota County District Court. His whereabouts were reported as unknown in FOX 9’s November 2, 2026, account of the charges. No subsequent custody update was available in the information reviewed for this article. The charge concerns De Los Santos’ alleged conduct after the collision. According to the account of the criminal complaint, investigators determined that the other vehicle’s driver ran a red light and caused the crash. Eagan police officers and Minnesota State Patrol troopers responded to Highway 55 and Lexington Avenue at approximately 3:05 p.m. on June 29, 2024, following reports of a serious two-vehicle collision. Authorities found two heavily damaged vehicles on the eastbound side of the intersection: a black 2011 Lincoln MKX with Minnesota license plates and a black 2011 Volkswagen Jetta with California plates. The Lincoln had extensive front-end damage, while the Volkswagen had significant damage to its passenger side. Two passengers from the Jetta were transported by ambulance to Regions Hospital in critical condition. Both later died from their injuries. Investigators reviewed traffic-camera footage that captured the collision. According to the complaint account, the footage showed that the Lincoln MKX ran the red light and caused the crash. De Los Santos was identified as the driver of the Volkswagen, rather than the Lincoln. Witnesses told investigators that the Volkswagen’s driver left the scene on foot. They described a dark-haired man wearing dark pants and a light blue shirt that appeared to have blood on it. Witnesses estimated that the driver was in his 30s; that initial estimate differs from De Los Santos’ reported age of 23. One witness provided investigators with three photographs of the individual. Authorities used the photographs and other investigative information to identify a nearby hotel where the suspected driver had reportedly been staying. Investigators obtained a search warrant for the hotel room. During the search, officers found a light blue shirt with apparent blood on it behind a refrigerator, along with pay stubs and identification documents associated with De Los Santos. Authorities also determined that he was the registered owner of the Volkswagen Jetta involved in the collision. As the investigation continued, authorities determined that one of the passengers who died was De Los Santos’ brother. Investigators contacted another brother who had not been involved in the crash. According to the complaint account, that brother said De Los Santos admitted he had been driving the Volkswagen when the collision occurred. He reportedly said De Los Santos became frightened after the crash and ran away. The information reviewed does not explain further why De Los Santos allegedly fled. Investigators’ finding that the Lincoln driver caused the collision does not change the nature of the charge filed against De Los Santos, which concerns leaving the scene. Authorities asked the uninvolved brother to have De Los Santos contact investigators. According to the account of the charges, he had not done so. The supplied information did not include a court appearance date or an update establishing his location. De Los Santos faces one felony count in connection with his alleged departure from the crash scene. He has not been charged in the supplied account with causing the collision itself. The allegations have not been proven in court, and he is presumed innocent unless proven guilty.
