ST. PAUL — Brian Alanis Ramos, of Edina, faces two felony tax charges linked to roofing and gutter work at McDonough Town Homes, a Saint Paul Public Housing Agency development. The Minnesota Department of Revenue and Ramsey County Attorney’s Office announced the charges November 5.

Ramos, owner of Limanis Remodeling & Exteriors, is charged with failing to file a withholding tax return and failing to pay withholding tax. Investigators allege he submitted wage records listing 18 employees for the project’s second phase in June 2025 but did not file the corresponding Minnesota return or remit the tax.

According to the department’s account of the complaint, investigators examined 188 checks Ramos identified as employee compensation and determined they were not drawn from Limanis’ business account. Bank records allegedly showed business-account funds largely going toward personal expenses and payments involving extended family. Authorities allege more than $45,000 is owed in withholding tax, penalties and interest.

The investigation grew from a separate wage-theft case involving the project’s earlier phase. Each tax charge carries a maximum of five years in prison, a $10,000 fine, or both. Ramos is presumed innocent unless proven guilty.
