RICHMOND, Minn. — A Spicer woman has been charged by summons with two gross misdemeanor DWI counts and three misdemeanor offenses following a September traffic stop on Highway 23 in Richmond, according to complaint information supplied for publication.
Kylee Anna Delzer faces two counts of third-degree DWI, along with open-bottle, expired-registration and failure-to-carry-proof-of-insurance charges. The complaint account reports that a blood sample showed an alcohol concentration of 0.138 and cites a prior DWI conviction as an aggravating factor.
The investigation began at approximately 2:59 a.m. on September 6, 2026. Cold Spring/Richmond Police Officer Sweeter was parked in a lot near Highway 23 and Fifth Avenue South in Cold Spring when a silver Chevrolet Impala passed at what appeared to be more than the posted 35 mph speed limit, according to the complaint.
The officer followed the car and reported seeing it cross the center line near 14th Avenue. Its registration had expired in September 2025. After the vehicle crossed the fog line, the officer stopped it on Highway 23 near Grant Avenue in Richmond.
During the stop, the officer reported seeing an open bottle of vodka on a purse behind the passenger seat. The complaint describes Delzer as having watery, bloodshot eyes and slurred speech, with the odor of an alcoholic beverage coming from the vehicle’s window.
Delzer reportedly told the officer she was returning from a bar in St. Cloud and initially admitted drinking one alcoholic seltzer. She could not provide proof of current insurance and said the vehicle was likely uninsured, according to the complaint account. The insurance charge listed in the supplied information is failure to carry proof of insurance.
The officer reported observing clues of impairment during a horizontal gaze nystagmus test. Delzer was arrested and taken to St. Cloud Hospital. Officers obtained a search warrant at 4:10 a.m., and she provided a blood sample, the complaint states.
A search of the Impala reportedly turned up an open bottle of Tito’s Vodka, an empty New Amsterdam vodka shooter and numerous straws containing residual amounts of a white powdery substance. The supplied account does not include laboratory confirmation identifying that substance.
After being advised of her Miranda rights, Delzer allegedly told officers, “Yeah I did it, I drove and I was drunk.” She also reportedly said she had been drinking at the Pickled Loon in St. Cloud.
When asked whether she had used cocaine that night, Delzer allegedly responded, “Who doesn’t drink and do a line of coke here and there.” That statement is attributed to her in the complaint account; it is not a confirmed drug-test finding.
On September 18, the Minnesota Bureau of Criminal Apprehension reported an alcohol concentration of 0.138 in her blood sample, according to the supplied information. No cocaine-testing result was included.
The complaint cites a December 10, 2025, DWI conviction in Stearns County as the aggravating factor supporting both third-degree DWI counts.
Delzer was charged by summons. A court appearance date, bail amount and subsequent disposition were not included in the information supplied for this article. No cocaine-possession charge is identified among the listed counts.
The charges are allegations, and Delzer is presumed innocent unless proven guilty in court.
