Rochester Woman Charged After Allegedly Carving Racial Slur Into Vehicle

ROCHESTER, MN — Jessey Marie Finley is charged with second-degree property damage because of bias after prosecutors allege she used a metal tool to carve derogatory language, including a racial slur, into another woman’s vehicle.
The criminal complaint was filed October 26 in Olmsted County District Court. Rochester police responded to a property damage call in southeast Rochester shortly before 8:30 p.m. on Friday, October 23.
According to the complaint, officers saw three derogatory terms carved into the vehicle. One was a racial slur targeting the vehicle owner’s race.
The vehicle owner identified Finley as the suspect and told police Finley had been sending her messages, photographs and voicemails.
A witness told officers he saw Finley damaging the vehicle. He said she left on a bicycle after noticing him take out his phone to record her.
An officer located Finley riding an electric bicycle. She identified herself and was taken into custody, according to the complaint.
During questioning, Finley allegedly admitted using a metal tool to write on the vehicle. Prosecutors say she acknowledged knowing the owner’s race and intending the racial term as a slur.
Finley told police she damaged the vehicle because its owner had dated the same man she had dated, according to the complaint.
The complaint does not include an estimate of the damage.
KROC-AM reported that Finley was released without bail following her first court appearance on October 26 and is scheduled to return to court in November. An exact hearing date was not available in the information reviewed.
The charge is an allegation. Finley is presumed innocent unless proven guilty.
